The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000 field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of Water & Habitat Engineer in Donetsk.


Water and Habitat Engineer plans, designs and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives with supervision and coaching from their hierarchical superior. S/he monitors on-site works, carries out needs assessments and surveys, and plans new projects. S/he has a close working relationship with external stakeholders related to their projects.

Functional general responsibilities:

  • Participates in site visits, collecting and compiling technical information related to the rehabilitation and construction works of institutional, medical and social infrastructure.
  • Prepares technical assessment of buildings and infrastructure and reports through technical notes.
  • Elaborate project design, bills of quantities and cost estimates for the proposed rehabilitation or construction works.
  • Participates in the preparation of tender documentation (including bills of quantities, and specifications).
  • Participates in the preparation of contractual documents, including the advertisement, detailing payment terms, selection of the winning contractor through criteria, and organizing payment according to measured works and ensuring procedures and confidentiality are respected.
  • Supervises daily workers and contractors in order to ensure that minimum standards of construction and infrastructure works are respected and acceptable.
  • Familiarity with the standard norms and rules in construction (known as SnyP, DStU, DBN), knowledge of local techniques and requirements for construction and infrastructure.

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

Required Qualifications and Skills:

  • University degree in civil, structural or hydrological/hydraulic engineering, architecture or similar.
  • Additional vocational training in water supply, sanitation, construction, engineering or any related technical field
  • 3-5 years’ professional experience in a related field of activity.
  • Good knowledge of spoken and written English, Ukrainian and Russian.

  • Good knowledge of water and sanitation or construction engineering.
  • Proficient with drawing software skills in construction and hydraulics engineering and preparation of Bills of Quantities.
  • Proficient in the use of AUTOCAD and MS project-management suite or equivalent
  • Experience in assessing, surveying, calculating and preparing estimates and technical drawings of buildings
  • Proficiency in Water Services in Urban & Rural Areas, Sanitation and Waste Management, Emergencies response and Disasters management, Proficient, Energy Supply, Construction and Civil works
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
