Organisational Setting and Reporting
This position is located within the Strategic Communications Service (SCS) of the United Nations Assistance Mission in Afghanistan (UNAMA). The position is based in Kabul, Afghanistan (Kabul is classified as a Hardship “E” duty station and a non-family duty station). The incumbent will report to the Senior Public Information Officer, Strategic Communications Service.
UNAMA was established by UN Security Council Resolution 1401 in March 2002 at the request of the Government of the Islamic Republic of Afghanistan. Its mandate is reviewed annually with the latest mandate renewal being on 17 March 2022 when the Security Council unanimously adopted Resolution 2626. Resolution 2626 (2022) calls for UNAMA and the Secretary-General’s Special Representative for Afghanistan, within their mandate and in a manner consistent with Afghan sovereignty, leadership and ownership, to continue to lead and coordinate international civilian efforts.
Within delegated authority, the TV/Video Producer at this level will be responsible for the following duties: Plans and manages the implementation of public information TV/Video projects:
- Supervising Strategic Communications TV, video, radio and multimedia production and ensuring coverage of activities related to the mission and in support of its mandate as well as significant political, social and cultural events in the country, as appropriate; assuming responsibility for all aspects of production of multimedia production, including public service announcements, news stories, features and documentaries for local, regional and international use, as well as social media use; devising an appropriate national, regional and international distribution system for mission multimedia products;
- Taking the lead in strategy, planning, development and implementation of TV/video and multimedia element of communications campaigns; working with other mission components to develop multimedia communication campaigns and to incorporate campaign message and themes into all relevant events and products;
- Providing raw materials for (a) mission products, including for community outreach, (b) internal mission use such as training of mission personnel, (c) United Nations Headquarters, (d) local and international media as appropriate, and (e) mission archives.
- Interpreting mission mandate as it applies to video/television and multimedia communications and exercising editorial judgment over content production in coordination with the Chief of Public Information and Senior Public Information Officers; ensuring that the editorial focus of multimedia content is integrated with other public information programmes and products.
Project management and build partnerships:
- Develops strategic partnerships with key constituencies to elicit support for and maximize impact of unit objectives; maintains working relations with the media sector in the host country, including managing production and broadcast partnerships and capacity building programmes as appropriate;
- Building information networks; plan and develop outreach activities; working with local TV stations on the production of programmes with international effort in assigned country;
- Conducting needs assessment and making recommendations regarding planning needs; evaluating results and impact of communications activities involving multimedia content; reporting on relevant developments, trends and attitudes regarding the UN.
- Representing the institution in meetings and conferences; fulfils speaking engagements and makes presentations to groups on UN activities and advocate issues of concern.
- Managing the procurement of specialized equipment ensuring appropriate standards are met to procure necessary TV/Video and multimedia equipment at the least cost and in the most expeditious manner; Overseeing the evolution of television/video projects and preparing or overseeing preparation of periodic status reports on video/television strategy implementation.
Administrative and financial management:
- Coordinates the day-to-day administration of the unit including managing the budget, preparing annual cost estimates and monitoring budget allocations and expenditures; Provides inputs for annual technology and equipment budget requests and control expenditures;
- Supervises all international and national TV/Video producers and administrative support staff assigned to the TV/Video unit; determines TV/Video training and support requirements and oversees the provision of such training;
- Assisting, as required, in the day-to-day operation of the public information office, including participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, and monitoring and evaluating results.
- Participates in recruitment and evaluation of staff as appropriate.
- Performs other related duties as required.
Professionalism: Excellent knowledge of digital media trends and technologies, including social media, and different aspects of public information and communication. Ability to conceptualize, design and implement major information campaigns. Familiarity with UN public information policies and procedures is desirable. Advanced university degree (Master’s or equivalent) in journalism/communications, broadcast communications, international relations, political science, broadcasting or other related fields. A first level university degree with a relevant combination of qualifying experience may be accepted in lieu of the advanced university degree.
At least seven years progressively responsible experience in video/TV production and multimedia content production, including experience at the international level, is required.
Experience in managing (directly or through a team) corporate social media platforms is required.
Experience in public information and content creation in politically sensitive environments (such as faced in conflict or post-conflict environments) is required.
Relevant experience working in a field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes, or similar international organization or non-governmental organization) is desirable.
Relevant working experience in the South Asia and Central Asia Regions is desirable.
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. The knowledge of any other UN official language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
