Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

Within the Office of the Deputy Director General, Head of the Department of Safeguards, the Section for Safeguards Programme Coordination serves as the principal advisory body in support of the entire management of the Department including formulation and execution of departmental management policies and procedures. The Section provides internal coordination and support in the areas of programme and budget, human resources, performance monitoring, effectiveness evaluation, communication, reporting and project support.

The Office of Safeguards Analytical Services (SGAS) is responsible for the analysis of nuclear material and environmental swipe samples, as well as the coordination of logistics and the Network of Analytical Laboratories (NWAL). Located about 45 km south of Vienna in Seibersdorf, the Office is organized into three sections: the Nuclear Material Laboratory (NML), including the On-Site Laboratory (OSL) in Japan, the Environmental Sample Laboratory (ESL) and the Coordination and Support Section.

The Nuclear Material Laboratory (NML) is responsible for the treatment and measurement of nuclear material accountancy and complementary access samples. The section includes the OSL Team located at the Rokkasho Reprocessing Plant, Japan.

Main Purpose

Reporting to the Laboratory Head of the Nuclear Material Laboratory (NML) and under the guidance of the Director, the Team Leader manages and coordinates the IAEA’s activities at the On-Site Laboratory (OSL) in Rokkasho, Japan and acts as a technical expert in actinide chemistry and analysis.


The Team Leader is (1) a manager, coordinating and ensuring the proper availability of required HR and financial resources to implement the OSL Laboratory activities; (2) an experienced laboratory specialist with comprehensive familiarity administering nuclear laboratory operations as they pertain to the reprocessing of spent nuclear fuel; (3) a liaison officer to the Safeguards Operations Division A (SGOA), and the Facility Operator for the activities in the OSL; (4) a safeguards facility officer ensuring that all containment and surveillance equipment in the OSL is controlled and cared for, and that proper custody and safekeeping of safeguards samples are provided.

Plan and manage the analytical and inspection-related work of the OSL Team

Prepare budgets, work plans and schedules on a quarterly basis

Ensure a balanced workload distribution among the team, monitor work performance and assess staff development needs

Plan support in logistics (analysis consumables, reference materials) to ensure the secured and timely production of quality-controlled analytical results

Promote the continuous improvement of laboratory operations by convening and leading technical review meetings related to quality control of analytical systems, upgrade and replacement of key instrumentation, and the implementation of new methods, procedures and related software applications

Identify needs for new methods, algorithms and software development with support of subject-matter experts

Liaise with SGOA RRP and OSL Facility Officer and rotating coordinator inspectors, as well as the Facility Operator, to ensure operational readiness and reliability of the OSL

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA’s Radiation Safety Regulations.

Qualifications, Experience and Language skills

Master’s Degree

Advance University degree in analytical chemistry, radio-chemistry or nuclear physics.

Bachelor’s Degree

First level university degree in analytical chemistry, radio-chemistry or nuclear physics plus three years of relevant laboratory experience may be accepted in lieu of an advanced degree.

Minimum of 7 years working in a laboratory environment with 3 years in a supervisory role responsible for the analysis of actinide elements in nuclear samples.

Demonstrated experience in laboratory management and supervising technical staff preferably at the international level.

Experience in a certified/accredited quality assurance system such as ISO-9001 and/or ISO-17025.

* The laboratory is based in a remote location. The ability to drive in Japan would be beneficial for the successful candidate.

Note: In-line with nuclear security requirements, persons undertaking the Team Leader (SGAS-OLT) role are required to undergo security background checks.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 57911*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks’ annual vacation, home leave, pension plan and health insurance
