Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The Social Policy and Programme Coordinator will be under the overall guidance of the FAO Representative, and the direct supervision of the Assistant FAO Representative (Programme).

Technical Focus

A strategic shift from responding to predictable shocks to anticipating their impacts has the potential to break the cycle of growing dependence on humanitarian aid. This approach, commonly known as anticipatory action, establishes risk-monitoring systems linked to flexible finance and standard operating procedures by delivering support to protect people’s lives and livelihoods ahead of forecast shocks.

Anticipatory action can be delivered through a variety of modalities, including through national social protection systems. Social protection systems consist of policies and programmes designed to address economic, environmental and social vulnerabilities to food insecurity and poverty. Linking anticipatory action to social protection means making better use of existing programs, delivery mechanisms and infrastructure to reach and proactively support vulnerable populations ahead of forecast shocks.

Recognizing the clear effectiveness of this approach, the Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG ECHO) established a three-year Pilot Programmatic Partnership (PPP) with the Food and Agriculture Organization of the United Nations (FAO) to explore and strengthen the critical link between these two approaches. It aims to achieve three key goals: (1) build up and test anticipatory action systems (2) influence partners, both government and agencies, to act earlier and (3) unpack how anticipatory action and social protection can be connected.

Tasks and responsibilities

The Social Policy and Programme Coordinator reports to the Assistant FAO Representative for Programme in carrying out the following tasks:

  • Manage effectively and efficiently all program activities and resources in the Philippines of the ECHO Pilot Programmatic Partnership on Increasing capacities and scale for anticipatory action including through social protection systems (OSRO/GLO/113/EC Baby 05);
  • Serve as Programme Coordinator by providing overall guidance and technical supervision related to project development, implementation and monitoring and evaluation activities, among others:
  • With guidance from FAO Philippines, support the advocacy efforts including preparation of position papers and policy briefs to support relevant policy agenda to social protection and anticipatory action and other relevant priority areas as well as dialogue with senior-level counterparts;
  • Contribute to the mainstreaming of adaptive and shock responsive social protection and anticipatory action in key government plans and frameworks such as the Social Protection Plan, among others;
  • Work with the National Social Protection Specialist to develop the FAOPH Social Protection Strategy (SPS) 2023-2025;
  • Provide technical support to the government related to ASEAN frameworks and commitments on social protection;
  • Coordinate with project consultants, for the implementation of the ECHO program in the country;
  • Ensure the quality/substance and timely delivery of the project products and adherence to corporate rules, regulations and procedures;
  • Establish and manage mechanisms for exchange of information, experience and lessons learned at the local and central levels;
  • Liaise and provide technical support to FAOPH’s key government counterparts in their identified priority areas and project formulation related to social protection and anticipatory action;
  • Ensure continuity of work within the ECHO program team by anticipating potential gaps and implementing solutions, this includes flagging issues and concerns to the Representation through the AFAOR Programme;
  • Provide support in the identification of necessary staff who will help ensure the continuity of work and timely implementation of team tasks and project activities;
  • Contribute to the creation of a positive image and overall credibility of FAO as a technical organization
  • Submit regular updates to FAOPH senior management on the liaison activities with the DSWD, DA and other government partners, including key developments, recommendations and opportunities that can be further pursued in line with FAO mandate
  • Provide technical support as needed to, among others, the DA, DAR, DENR, NDRRMC, and DSWD, technical working groups and in joint project formulation;
  • Contribute to the expansion of FAO portfolio by providing technical support to the FAO programme team in the formulation of concept notes and detailed project proposals related to agriculture, climate change adaptation, DRR and rural development (including related regional initiatives);
  • Provide technical guidance and serve as resource person as needed, in the conduct of capacity building activities on related initiatives; prepare and submit progress reports mentioning activities undertaken, problems encountered if any, and other documents that may be required periodically.
  • Serve as country focal or coordinator for assigned projects and initiatives in relation to social protection, food security, rural development, and resilience, among others;
  • Perform any other tasks/functions that may be assigned by the FAO Representative, and the Assistant FAO Representative (Programme).

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced Degree in Social/Political Science, Community Development, Public Administration, Economics, Development Studies, or other related fields;

  • At least sixteen (16) years relevant and progressive experience assisting in project implementation at the field level;
  • Working knowledge (level C) of English and Tagalog;
  • National of the Philippines or with a regular working permit in the Philippines

Technical/Functional Skills

  • Good interpersonal skills;
  • Knowledge on social protection programmes/projects, including CCA/DRRM, at the international, national and local level is an advantage;

  • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point).
  • Excellent written and oral communication skills in English and Tagalog;
  • Experience of working for, or in cooperation with, government institutions and private sector.
