Organizational Context and Scope

Under the overall supervision of Deputy Chief of Mission/ Senior Programme Development and Donor Relations Officer, and the direct supervision of the Programme Development and Support Officer in IOM Libya, the incumbent is responsible for providing overall support to the Programme Development and Support Unit (PDSU), such as project development/reporting, desk research, activity reporting as well as administrative tasks.

Responsibilities and Accountabilities

  • Assist PDSU staff in effective provision of support to IOM Libya’s programmes and operations;
  • Compile, analyze and follow up on the targeted information materials, including weekly sitreps on field operations, donor reports, internal and external reports, situational reports, information sheets on specific subjects in response to request from partners;

  • Create background files on assigned subjects in consultation with professional staff and determine the nature of the supervisor’s needs and compile appropriate reference material.
  • Draft and translate official letters, meeting minutes, electronic correspondence and other documents, as requested;

5. Carry out desk research and gather information from relevant units for the preparation of concept notes, proposals, reports etc;

6. Ensure regular updating of various documents, including the project matrix, project’s overview etc.;

7. Collect information online and keep updated thematic databases as requested;

8. Ensure proper electronic filing of all pertinent IOM Libya documents related to PDSU (i.e. concept notes, project proposals, project reports, official communications, minutes of meetings etc.) on IOM Libya Repository;

9. Initiate, view and track a variety of administrative transactions in the computerized financial / travel / human resources systems;

10. Organize meetings, workshops and events (e.g. arranging for meeting rooms, communication platform (MS Teams, Zoom etc.) links and other facilities, and handling of logistic-related matters.

11. Organize and facilitate (internal and external) missions such us drafting agenda/itinerary, hotel booking, transport, etc;

12. Liaise with the procurement units to ensure availability of office supplies.

13. Perform such other duties as may be assigned.

Education

University degree in Political or Social Sciences, International Relations or a related field from an accredited academic institution with four years of relevant professional experience.

Experience

  • Demonstrated capacity to understand and analyze the national, regional, and local contexts
  • Experience in project development and project management, humanitarian and migration-related activities, complex project implementation, budget drafting, research, report writing, liaison with governments and international agencies preferred.

Languages

Fluency in English and Arabic is required.

Fluency of French is an advantage.
