Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities:

The Senior Procurement Assistant will work under the Extra-Budgetary Project “Stabilization of Tajikistan’s Southern Border Region with Afghanistan”. Under the direct supervision of the National Procurement Officer, the successful candidate will be tasked with the following duties:

  • Supporting the National Procurement Officer in the issuance of tenders and purchase orders/contracts, as well as all preparatory works for this;
  • Conducting Market Surveys on high value goods, services and works;
  • Preparing lists of potential vendors and drafting solicitation documents;
  • Drafting evaluation reports;
  • Preparing comparative tables to analyse bids;
  • Assisting to Project Manager in monitoring vendor’s performance;
  • Coordinating and following up on deliveries and conformity with purchase orders together with authorised staff;
  • Keeping electronic and hard case files on high value procurement in appropriate manner;
  • Reviewing high value purchase requests to check whether they are complete, are within the allocated budget, contain detailed technical specifications and quote realistic delivery times;
  • Together with Procurement Assistant monitoring the timely delivery of goods, services and civil works;
  • Collecting information for the preparation of technical and legal contracts and interviews suppliers to assess the ability to meet the project’s specifications for performance, price and delivery of goods, services and civil works, as well as obtains terms of purchase;
  • Preparing high value POs/contracts and leads contract administration;
  • Ensuring accuracy and correctness of standards in accordance with OSCE Procurement Rules and Regulations;
  • Ensuring that the movement of goods take place in accordance with work safety rules which at all times must be evaluated, and makes sure that staff adhere to precautionary measures;
  • Preparing Suppliers information and enter it into the Suppliers database;
  • Performing any other tasks as assigned by the National Procurement Officer.

Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications:

  • Secondary education supplemented by formal business and management training;
  • A minimum of 6 years of work experience in procurement, contracting and assets management. At least one year of this experience should preferably be with an international organization or international non-governmental organization;
  • Computer literate with practical experience with Microsoft applications and ERP applications;
  • Excellent written and spoken communication skills in English, Russian and Tajik languages;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 897.41 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
