(work-based in Jakarta – Indonesia and duration of the contract: 18 months)


The UNESCO Jakarta Office has a dual role as the Asia and Pacific Regional Bureau for Sciences and as Cluster Office.

As Regional Bureau for Sciences, the UNESCO Jakarta Office provides strategic expertise, advisory, monitoring and evaluation functions to Member States, other UNESCO Field Offices and UN Country Teams in the area of science.

As Cluster Office, the UNESCO Jakarta Office covers all UNESCO mandates: education, sciences, culture, communication and information. It is responsible for the implementation of related programmes in Indonesia, Brunei Darussalam, Malaysia, the Philippines, and Timor Leste in all UNESCO fields of competence.

Under the overall authority of the Director of the Bureau of Strategic Planning (hereinafter BSP) and the direct supervision of the Director of the UNESCO Jakarta Office, the incumbent will support the Office in its capacity as Regional Bureau for Sciences to strengthen resource mobilization for science and related intersectoral programmes at regional, sub-regional and national level developed by UNESCO offices in Asia and the Pacific with the support of the UNESCO Office in Jakarta.

  • Support the Director of the UNESCO Office in Jakarta in formulating, implementing and keeping its Regional Resource Mobilization Plan for sciences up to date, in close consultation with Directors and Heads of the other UNESCO Offices in Asia and the Pacific and provide support in developing a strategy for engagement with targeted donors.

Proposals & Pitching Material

  • Develop key messages on the added value of UNESCO in each niche area that can be included in concept notes and project documents.
  • Support to programme specialists in developing compelling proposals including in response to calls for proposals, including quality assurance, budgeting for donor visibility, reporting agreements, and help coordinate joint submissions by two or more Field Offices.
  • Support the Directors and the Heads of UNESCO Offices in Asia and the Pacific with the development of a set of compelling communication assets such as fact sheets, a standard slide presentation, etc. that can be customized easily for different donors.
  • Contribute to and oversee project communication and visibility plans.

Relationship Management

  • Support the Directors and the Heads of the UNESCO Offices in Asia and Pacific in maintaining effective and positive relationships with all decentralized representatives of donors (incl. potential donors) and UN Asia Pacific Regional Collaborative Platform (RCP).
  • Act as the focal point and responsible person to respond to any ad-hoc queries coming from decentralized representatives of donors and UN bodies.
  • Organize decentralized donor review meetings or steering committee meetings, and organize and implement donor visits, in collaboration with the relevant programme colleagues and in coordination with BSP at Headquarters.
  • Ensure that all key documents for donor relations (proposals, reports, field trip documentation, key correspondence, donor visibility material, etc.) are shared with Field Offices in the region and with BSP at Headquarters.

  • Advanced University degree in international relations, business administration, marketing, communication or other relevant fields to resource mobilization
  • A first-level university degree in international relations, business administration, marketing, communication or other relevant fields to resource mobilization, in combination with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • For Masters degree holders: A minimum of four (4) years of progressively responsible and relevant work experience in one or several subject areas related to resource mobilization/marketing, of which preferably 2 years acquired at international level.
  • For Bachelor degree holders: A minimum of six (6) years of progressively responsible and relevant work experience in one or several subject areas related to resource mobilization/marketing, of which preferably 2 years acquired at international level.
  • Experience in writing material for partnerships/resource mobilization, including policies, project proposals and promotional material.

Skills & Competencies

  • Excellent interpersonal skills for teamwork and work in a multicultural setting and ability to interact effectively with different stakeholders inside and outside the Organization.
  • Excellent ability to organize meetings, calls and documents that may require the input of multiple sources.
  • Excellent knowledge of global/ regional development aid and philanthropy landscape.


  • Excellent knowledge (spoken and written) of English.


Work Experience

  • Similar experience working with diverse organizations in the region and in another UN agency.
  • Experience of mobilising resources for sciences from dedicated multilateral and bilateral funding source (for example, GPE, Education Cannot Wait, the EU).

Skills & Competencies

  • Knowledge of SAP and other IT based systems for planning and monitoring voluntary contributions and of systems for tracking resource mobilization and outreach to donors.
  • Familiarity with the work and general functioning of international organizations in the UN system.
  • Knowledge of UN Rules, Regulations and administrative procedures.


  • Knowledge of another official language of UNESCO (Arabic, Chinese, French, Russian or Spanish).
