Description
The IMF’s Fiscal Affairs Department (FAD) is recruiting an experienced Public Financial Management (PFM) expert to work as a Regional Advisor in the IMF’s Caucasus, Central Asia, and Mongolia Regional Capacity Development Center (CCAMTAC) located in Almaty, Kazakhstan. CCAMTAC provides capacity development across nine countries in the region, namely, Armenia, Azerbaijan, Georgia, Kazakhstan, the Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan.
Working closely with staff from IMF headquarters, the advisor will support senior officials and technical staff in ministries of finance and related institutions with all aspects of PFM reform: budget formulation, including medium-term fiscal and budget frameworks; budget execution; accounting and fiscal reporting; treasury systems; cash and debt management; public investment management; and fiscal risk management.
The PFM advisor is expected to: (i) design, coordinate, and deliver capacity development (CD) and hands-on training in PFM areas; (ii) facilitate and supervise short-term PFM experts CD activities; (iii) organize and conduct workshops, peer-to-peer events, and/or seminars on relevant topics for government officials from the region; (iv) draft technical reports and other necessary documentation associated with CD activities; (v) contribute to headquarters-led CD activities; (vi) prepare regular assessments of CD work plans; (vii) contribute to CCAMTAC corporate work (including annual reports and steering committee meetings); and (viii) coordinate with other CD providers and donors.
The advisor is expected to be appointed for an initial period of one year on a renewable basis subject to satisfactory performance. The advisor will work under the administrative guidance of the CCAMTAC Director on day-to-day operational matters and be supervised by FAD staff in IMF headquarters on substantive issues.
Qualifications
Applicants should have a relevant university degree or equivalent (at least at master’s level), preferably in economics, finance, or accounting. Preference will be given to applicants with a minimum of 10 years of practical experience in a senior line or advisory position within a ministry of finance, international financial institution, development partners, or major consulting firm.
The successful candidate would have broad experience with designing and implementing PFM reforms in one or more of the subject areas mentioned above, excellent interpersonal skills with a demonstrated ability to work as part of a team, the ability to maintain effective and cooperative relations with national authorities and donors at a senior level, and have experience in project management. Experience in developing, organizing and conducting training courses and workshops would be desirable. A willingness to travel extensively will be necessary. Knowledge of PFM systems and reforms in the region and an understanding of IMF CD strategies and practices will be highly desirable.
Applicants should have strong English oral and written communication skills. Knowledge of or an ability to work in Russian would be an advantage.
