General Minimum Requirements

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • First-level university education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience;
  • Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development;
  • Demonstrable management, organizational, communication, analytical and interpersonal skills.

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following: Education: Advanced degree in a relevant field

Experience: Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements: Mandatory:

  • Advanced university degree in law, political science or international relations;
  • Knowledge of good governance principles;
  • Experience in project management;
  • Management experience and team-building ability;
  • International field work experience in monitoring, reporting and policy-making;
  • Strong analytical and problem solving skills;
  • Demonstrated leadership skills and experience in managing a team;
  • Demonstrated ability and willingness to work as a member of a team, with persons of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and judgment;
  • Flexibility and ability to work under pressure and within limited time frames;
  • Professional fluency in English language, both spoken and written;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Ability to operate Windows applications, including Word processing and e-mail.


  • Knowledge of the local language or most common lingua franca spoken in the mission area;
  • Knowledge of the regional political situation and legal system of the mission area;
  • Knowledge of OSCE principles and commitments;
  • Previous international work experience and/or experience in field missions.

Tasks and Responsibilities

The Democratization Programme focuses its work on core elements of democratic institutions, which includes strengthening good governance standards at national and local levels, and is active on the issue of youth and gender equality including greater representation of women.

The Programme includes component on promotion and protection of environmental security, and strengthening the civil society sector.

Under the general direction of the Head of Mission (HoM) and the direct supervision of the Deputy Head of Mission, the Programme Manager performs the following tasks:

  • Managing the Democratization Programme, including annual strategic planning and budgeting, programming and evaluation and administration, as well as leading and overseeing the work of the Democratization Programme staff;
  • Liaising with governmental, non-governmental and international organizations active in sectors relevant to the Democratization Programme to gather information and ensuring appropriate field level co-operation;
  • Maintaining appropriate liaison with other departments ensuring that internal communication and information exchange are facilitated;
  • Providing timely and accurate advice to the HoM, DHoM/Programme Co-ordinator and relevant Mission Members on all aspects relevant to the implementation and future planning of the Programme;
  • Providing expertise and information on the planning and project presentation issues to help maximize funding and support from the international community;
  • Preparing speeches, policy papers and briefing materials;
  • Participating in meetings of intergovernmental and non-governmental organizations active in the field of promoting democracy, as well as seminars, colloquia and workshops as required;
  • Carrying out public speaking engagements when required;
  • Supervising 5 national staff;
  • Performing other duties as required.
