Job Description

Background

The UNDP, UNFPA and FAO Joint Programme “Unleashing young people’s and vulnerable citizens’ creativity and innovation by strengthening their adaptive capacity to address the economic and food insecurities in the exposed communities of the Aral Sea region” financed by the Multi-Partner Human Security Trust Fund for Aral Sea region (MPHSTF). The Programme will contribute to addressing multiple human insecurities of people, living in the most vulnerable districts of Karakalpakstan, which are fully aligned with the policies and strategies of the Government of Uzbekistan on addressing the Aral Sea crises.

The Joint Programme has three major objectives as follows:

  • Reduce the vulnerabilities of unemployed, unskilled youth and women and returning migrants through the empowerment and promotion of essential entrepreneurial skills, and youth-led innovations in the region;
  • Create an enabling environment for income generation for rural communities (with focus to youth and women) through promoting innovative agriculture practices and piloting new agriculture initiatives;
  • Enable the development of smart communities through digitalization, better access to social infrastructure and community engagement with focus on youth.

Duties and Responsibilities

Programme Management Specialist will be in charge of overall coordination and implementation of the programmes` activities and establish sound cooperation with local and national partners, engaging multiple stakeholders in the programmes activities and attracting donors` attention to support the development process in the Aral Sea region. Under the direct supervision of the UNDP Country Office Programme Lead on Environment and Climate Action (ECA) and in close coordination with participating UN agencies, local and national partners, the incumbent will be responsible for the coordinated and timely implementation of activities in accordance with the annual and quarterly work plans of the Programme by performing the following main functions and responsibilities

General Programme management:

  • Programme management through the implementation of appropriate activities;
  • Providing directions and directions to Programme personnel and Programme participants;
  • Interaction with the Programme Board or its representatives to ensure the implementation and quality of the Programme (UNDP Environment and Climate Action Cluster), to ensure the focus and integrity of the Programme;
  • Designation and receipt of assistance and recommendations for effective management, planning and control of the Programme;
  • Be responsible for the administrative issues of the Programme implementation;
  • Interaction with suppliers;
  • May also serve as Team Manager and Programme Organizational Support.

Programme implementation:

  • Planning Programme activities and monitoring the progress of achieving goals in accordance with the established quality criteria;
  • Programme management in accordance with the Programme document, UNDP rules and procedures;
  • Coordinate and manage the day-to-day activities of the Programme and the overall implementation process, including planning and monitoring in order to optimize the use of resources and to ensure the successful achievement of Programme objectives;
  • Monitor the implementation of Programme work plans, analyze emerging problems and take adequate measures to ensure the timely implementation of the planned tasks;
  • Mobilization of goods and services for the implementation of activities, including the preparation of Terms of Reference and work specifications;
  • Ensuring that the Programme contributes to the advancement of gender equality in Programme activities by reaching, engaging and achieving benefits for both women and men (gender mainstreaming);
  • Monitoring the implementation of activities in accordance with the Monitoring and External Relations Plan and updating the plan as necessary;
  • Monitoring the use of financial resources to ensure the correctness and reliability of financial statements;
  • Management and monitoring of potential Programme risks, previously identified in the Programme Documentation approved by national partners introducing new risks to the Programme Board for consideration and, if necessary, taking action; updating the status of these risks by constantly filling and managing the table of possible Programme risks;
  • Be responsible for managing issues and requests for changes to the Programme by continually completing and managing the Programme issue table;
  • Preparation of quarterly Programme implementation reports (achieved results in relation to planned goals, updating of risk and problem tables, expense report) and its submission to the Programme Board and to the unit responsible for Programme Implementation and Quality Assurance (UNDP Environmental and Climate Action Cluster);

  • Preparation of the annual Programme report and its submission to the Programme Board and UNDP Environment and Climate Action Cluster;
  • Preparation, based on the report, a work plan for the next year, as well as quarterly work plans as required.

Closure of the Programme:

  • Preparation of final Programme reports for subsequent submission to the Programme ECAC and the Programme Board;
  • Identifying next steps and submitting them to the Programme Board;
  • Organization of transfer of Programme results, documents, files, equipment, assets and materials to national beneficiaries;
  • Preparation of a consolidated report of work performed and other necessary reports for consideration by UNDP and implementing partners;
  • Development of the exit strategy for the project to ensure sustainability of results;
  • Holding final evaluation if planned by programme.

Institutional Arrangement

Under the direct supervision of the ECA Cluster Lead and in close collaboration with relevant Programme partners, the Programme Management Specialist will be responsible for the implementation of the Programme activities aimed at strengthening resilience and livelihoods of local communities in Aral Sea region.

Programme Management Specialist will provide operational and thematic services ensuring high quality, accuracy and consistency of work. Programme Management Specialist works in close collaboration with the Government counterparts, Programme, operations, and Programme staff in the UNDP CO to exchange information and ensure consistent service delivery, and undertake day-to- day responsibility for operational and thematic support services for the satisfactory achievement of the Programme component outputs.

Required Skills and Experience

Education:

  • Master’s degree in the field of Labor Economics, Business Management, Public Policy and Administration and other relevant areas.
  • Bachelor’s degree with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree.

Experience:

  • Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of experience in economics and / or Programme management in the field of economic development / corporate and private enterprise development or rural development.

Languages:

  • Fluency in English and Uzbek/Karakalpak is required.
  • Knowledge of Russian is desired.

Desired skills in addition to the competencies covered in the Competencies section:

  • Knowledge of and experience in gender mainstreaming is an asset;
  • Strong leadership, managerial and coordination skills, with a demonstrated ability to effectively coordinate the implementation of large multi-stakeholder Programmes, including financial and technical aspects.

Travel:

Official travel expected in Programme target districts of Karakalpakstan with performing the functions of Programme Management Specialist.
