The overall objective of the UNEP’s Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
This post is in UNEP’s Economy Division, Energy and Climate Branch, Cities Unit, Paris duty station. Under the supervision of the Programme Officer in charge of the Cities Unit’s Buildings and Construction portfolio, the incumbent will manage the implementation of BMZ funded activities for “Transforming the Built Environment through Sustainable Materials” to support national and sub-national government institutions and buildings and construction value chain stakeholders in Bangladesh, India, Ghana and Senegal to strengthen policy, regulatory, and planning frameworks to mainstream resource efficiency and environmental performance in the buildings and construction sector. The incumbent will be responsible for the following tasks:
- Monitors and analyses project implementation.
- Liaises with beneficiaries and partners to ensure timely implementation of project activities and effective synergy among the various sub-contracted activities.
- Reviews intermediary outputs, documents and reports from consultants and partners.
- Conducts research on sustainable buildings and construction policies, technologies, issues and trends with a view to produce and disseminate focused pieces of technical analysis for the target countries.
- Drafts and develops workplans and budgets, terms of reference for technical experts as well as partnership and cooperation agreements.
- Identifies and establishes links with national, regional and international technical experts and institutes who can develop and share experience on resource efficiency, circularity and decarbonization of buildings and construction.
- Provides substantive support for the planning, organization and facilitation of meetings and workshops, providing background information, suggesting priorities for discussion and identifying resource speakers.
- Prepares coordination and steering committee meetings, ensures timely reporting, identifies problems and issues to be addressed and proposes corrective actions, identifies and tracks follow-up actions.
- Ensures timely reporting to donor and for internal purposes – prepares substantive progress reports and liaises with the relevant colleagues to prepare financial reporting to BMZ, provides inputs for PIMS and other internal reporting requests.
- Undertakes field missions, including provision of guidance to external consultants, government officials and other parties.
- Documents lessons learnt from project implementation and supports outreach and communication for dissemination of successes, achievements and outputs.
- Contributes to implementing and strengthening UNEP’s Buildings portfolio in line with UNEP’s Medium Term Strategy 2022-2025 and related Programme of Work.
- Participates and contributes to the One Planet SBC programme coordination desk meetings, supports SBC programme meetings, workshops and activities.
- Participates and contributes to relevant GlobalABC meetings and activities.
- Contributes to the preparation of briefings, presentations and background papers on sustainable buildings and construction.
- Participates in peer review of publications.
- Performs other tasks as may be requested by the Head of Cities Unit or the Programme Officer in charge.

Advanced university degree (Master’s degree or equivalent) in architecture, civil engineering, environmental policy, political science or economics preferably with relevant specialization in sustainable buildings and construction, resource efficiency, circularity, climate change or related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five (5) years of working experience in project management and capacity support at national level on sustainable buildings and construction and related policies is required.
Work experience with UN or similar international organization is desirable.
Experience in climate change and resource efficiency/circularity related policies is desirable.
English and French are the working languages of the United Nations Secretariat. Fluency in oral and written English is required; working knowledge of French is desirable.
Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone or teleconference.
Appointment against this position is for an initial period of one year and may be subject to extension.
