The Council and Executive Committee Secretariat (SGE/CES), in co-ordination with the Office of the Secretary-General, supports the Secretary-General in maintaining strong relations with Member countries and their delegations in the Council, ensuring the implementation of mandates related to the Organisation’s work and advancing its strategic objectives. It contributes to effective governance by providing key operational support to the Council and its Executive Committee and related meetings, including the annual Ministerial Council Meeting (MCM) and the Global Strategy Group (GSG), and advice and assistance on institutional and procedural issues to Delegations and the Secretariat.

We are seeking a dynamic Policy Analyst to support the coordination of the Council and provide coordination and strategic advice. The Policy analyst will report directly to the Director of the Council and Executive Committee Secretariat and to the Counsellor and will work in close collaboration with the members of the team.

Main Responsibilities

Contribution to the coordination of the Council

  • Contribute to the preparation and follow-up of Council sessions and related meetings (Heads of Delegation meetings and informal meetings of Ambassadors): preparation of work programmes, agendas and briefs for the Chair, as well as Summary Records of and follow-up to those meetings.
  • Advise the Director of the Council and Executive Committee Secretariat and Counsellor on the consistent implementation and follow-up of institutional procedures, processes and regulations on governance.
  • Undertake review/synthesis of documents and other relevant documents prepared by Committees and Directorates, ensuring general coherence, readability and consistency with established procedures and precedents, in liaison with their bodies as necessary;
  • Co-ordinate inputs from the Secretariat and Member countries’ Delegations; contribute to smooth communications and facilitate decision-making deliberations by Council;
  • Contribute to the successful holding of the annual Council Meetings at Ministerial level by coordinating contributions from Directorates and by liaising with Delegations throughout the process.

Coordination with Substantive Committees

  • Take the role of Council Secretariat focal point for a number of Substantive Directorates, aimed at ensuring an efficient decision-making process in the Executive Committee and Council for items coming from Substantive Committees to these bodies, including:
  • Follow the meetings of respective Substantive Committees and report on them.
  • Review draft documents coming from Committees for Executive Committee and Council.
  • Liaise with Directorates as needed.

Networking

  • Strategic networking with Member countries’ Delegations to facilitate the decision-making process in Council and the Executive Committee.
  • Maintain contacts and liaise as necessary with other members of the Secretariat.

Co-ordination and strategic support

  • Support the Director in ensuring the smooth functioning of the workflow, including efficient and timely scheduling of Council and Executive Committee meetings, co-ordinating with the team to ensure that all documents are issued on time, and following up on the preparations and delivery.
  • Support the Director in the overall planning, co-ordination and agenda-setting and follow up on issues as needed.
  • Support substantive preparations and follow-up to the Director’s regular meetings with the Secretary-General (SG) and General Secretariat (SGE) management meetings, including Group of Directors meetings.

  • Draft speeches, talking points, briefing notes and other materials for the Director’s meetings and events, including for the Director’s strategic engagement with Permanent Representatives and Deputy Permanent Representatives, in collaboration with all other members of the team.
  • Identify priority issues for Delegations and ensure that they are dealt with in a timely manner and in line with the overall strategic goals of the Organisation.

Ideal Candidate Profile

Academic Background

  • An advanced university degree in international relations, economics, political science, international law or public policy/administration.
  • Very good understanding of social, economic and political issues and key challenges in multilateral co-operation.
  • Proven experience in drafting materials such as speeches, reports, talking points and substantive documents for meetings and events.

Professional Background

  • A minimum of three years’ relevant experience with an international organisation or national administration.
  • Familiarity with the OECD’s work environment, priorities, rules and procedures would be an advantage.

Tools

  • Relevant experience with SharePoint, Excel and Word would be a distinct advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of another language would be an advantage.

Contract duration

  • Two-year fixed-term appointment with the possibility of renewal.
