PURPOSE OF CONSULTANCY

A PAHO Consultant may be engaged on a full-time or part-time basis for the purpose of performing a specific time-limited piece of work for PAHO in a technical advisory capacity or consultative capacity. Examples of the type of work for which a consultant contract should normally be issued are: analysis and advice on public health, medical, scientific or other health and related technical issues in countries, including the analysis of the national health situation, evaluation of national health programs, the establishment of local alliances and networks; direct technical assistance to address a particular health issue in countries (including disease outbreaks, response to emergencies, specialized training, research, development of policies, norms and protocols, etc.

A national consultant is a locally-recruited national and/or a resident of the country where the work is to be performed. The work performed by a national consultant is local or national in scope and normally supports PAHO technical cooperation programs in the country. A national consultant will normally be hired for periods not exceeding a continuous duration of up to one (1) year, renewable, for the same tasks as described in the Terms of Reference, within the same work plan and/or project. Upon completion of a series of continuous or non-continuous contracts equaling 48 months maximum.

Pay Band A-Junior level covers junior level consultants at a level equivalent to the P.1 and P.2 levels for tasks that require professional level skills but not necessarily extensive practical experience. Hiring managers will be responsible for reviewing the consultant contract and for ensuring that: the services to be rendered match the criteria of the type of services to be provided by the consultant pursuant to the Consultant Policy; and that decisions on contracting and all other matters of substance are taken in accordance with policy provisions.

DESCRIPTION OF DUTIES:

Consultoría Nacional para la Salud Universal para el abordaje de los trastornos por el uso de sustancias en Panamá.

Banda A – Salario mensual $2050.00

  • Apoyar al Ministerio de Salud Pública, Comisión Nacional para el Estudio y la Prevención de Drogas y Caja de Seguro Social, en la elaboración e implementación de estrategias de promoción, prevención, atención y rehabilitación de los problemas relacionados con el consumo de alcohol y de sustancias psicoactivas en los diversos niveles del sistema de salud enmarcados en el “Proyecto de Salud Universal para el abordaje de trastornos por el uso de sustancias”.
  • Preparar el plan de ejecución del “Proyecto de Salud Universal para el abordaje de trastornos por el uso de sustancias” a nivel nacional.
  • Identificar el perfil y las necesidades formativas (o expectativas) de las personas incorporadas como participantes en las actividades de formación a nivel nacional.
  • Asistir a las contrapartes las acciones de desarrollo de capacidades en materia de salud mental y uso de sustancias. Ej. Implementación del Programa de Acción para Superar las Brechas en Salud Mental (mhGAP, por sus siglas en inglés) en profesionales no especialistas de la atención primaria, y otros actores clave.
  • Asistir en seguimiento de los avances en la ejecución de las actividades programadas, a través de reuniones regulares (presenciales y virtuales) con los responsables nacionales (autoridades nacionales, regionales u ONGs) y con los participantes de OPS.
  • Participar en las reuniones de información, gestión y evaluación, con los equipos regional y nacional responsables.
  • Mantener una permanente y fluida comunicación con el referente técnico de los temas bajo su responsabilidad; así como mantener excelentes relaciones de trabajo y comunicativas con los demás profesionales, técnicos y asistentes de la Representación y a nivel Regional.
  • Indicar nuevas oportunidades, dificultades o amenazas en la ejecución de sus actividades, que puedan afectar el logro de resultados en los temas a su cargo y proponer alternativas de solución o aprovechamiento.
  • Disponibilidad para viajar dentro y fuera del país para participar en eventos científicos, talleres técnicos, encuentros para el intercambio de experiencias y otras actividades que se desarrollen el marco de la implementación de estrategias y proyectos, de acuerdo con la agenda de cooperación técnica.
  • Seguimiento y ejecución de los procesos administrativos necesarios para el adecuado alcance de los productos esperados, en el componente de la salud mental, alcohol y otras sustancias.
  • Apoyar con la evaluación de proceso y resultados del proyecto “Proyecto de Salud Universal para el abordaje de trastornos por el uso de sustancias”.
  • Documentar el proceso de pilotaje de redes de servicios de salud en el marco del “Proyecto de Salud Universal para el abordaje de trastornos por el uso de sustancias” en la región de salud de Los Santos.
  • Ayudar al Ministerio de Salud en la elaboración del Plan Nacional de Demencia.
  • Preparar informes mensuales sobre los avances del proyecto “Proyecto de Salud Universal para el abordaje de trastornos por el uso de sustancias”.

  • Preparar un informe final de la consultoría
