Job Description

The “Civil Registry System Reform Project in Tajikistan – Phase II” (CR project) project builds on the results and lessons learned from the ‘Civil Registry System Reform Project in Tajikistan – Phase I implemented by UNDP Tajikistan with the support of the Swiss Agency for Development and Cooperation (SDC) in close cooperation with the Ministry of Justice (MoJ) of the Republic of Tajikistan. The second phase of the Project is based on extensive consultations with the state institutions at the national and local levels, UN Agencies, international and local NGOs, as well as the population. Further, it contributes to the Sustainable Development Goals (SDGs) and in particular SDG 16 (strong institutions, justice and rule of law), SDG10 (inequalities), SDG5 (gender) directly contributing to targets 16.9 (legal identity for all) and 17.19 (proportion of countries that have achieved 100 percent birth registration and 80 percent death registration. The second phase of the project aims to complete the reform of the civil registry system in Tajikistan. The project continues its efforts to work with different actors at different levels to make civil registry institutions and mechanisms more responsive to the populations’ needs and more functional, by developing capacities among the relevant institutions and stakeholders and by simplifying and standardizing processes. The focus of the second phase is to build accessible, affordable, and quality services. The project is adopting a human rights-based approach and working on both the supply and demand side of civil registration service provision enabling each side to substantively contribute to the implementation of the civil registration reform process.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the Monitoring and Evaluation Officer will work in close collaboration with the project team and CO programme and operations clusters, Government officials, private sector, non-government and civil society organizations and will have the following duties and responsibilities

Monitoring of the project results:

  • Develop an M&E plan for CR project to ensure effective and efficient implementation of the project and to ensure that activities and outputs result in positive outcomes.
  • Develop/update project monitoring tools including forms, questionnaires, check lists etc.
  • Undertake regular field trips to the project sites and provide monitoring reports on progress.
  • Perform data monitoring and analysis as per Project’s Results Framework having ensured triangulation of qualitative, quantitative and impact level data and prepare relevant reports.
  • Develop/update CR dashboard analytical tool, including analysis of the electronic system for gender gaps and provide recommendations for improvements.
  • Monitor overall progress of the project and ensure tracking performance through the collection of appropriate and credible data and other evidence on achievement of results.
  • Analyze evidence to inform management decision-making, improve effectiveness and efficiency, and adjust programming as necessary.
  • Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports.
  • Prepare Issues Log and Risk Log for the project.
  • Prepare and maintain a database to track progress on the project’s indicators and targets.
  • Provide input and update information related to progress project outcome in UNDP.
  • Provide inputs in the drafting of TORs for Baseline, Mid-term, and End-line project evaluation.
  • Assist international and local evaluators to conduct mid-term and final evaluations of the project.

Report writing:

  • Provide inputs, information and statistics for quarterly, annual and other reports.
  • Assist the Project Manager in the preparation of donor reports.
  • Liaise with the UNDP Country Office relevant teams and provide requested inputs for the corporate strategic reports.

Capacity building and knowledge sharing:

  • Organize and conduct training on M&E for the project and government-relevant staff if needed.
  • Closely work with project staff and provide support when necessary on the topics related to M&E.

The incumbent will directly report to the Project Manager of the Civil Registration System Reform project.

Required Skills and Experience

Education:

  • Master’s degree on business administration, economics, public administration, international development, sociology, social science or equivalent.
  • Bachelor’s degree with additional 2 years of relevant experience will be given due consideration in lieu of the Master’s degree.

Experience:

  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of progressively responsible working experience in the field of monitoring and evaluation, covering all aspects of evaluation from initial design, field test, implementation, analysis, communication, and final use of the evaluation findings.
  • Relevant experience in the filed of governance, rule of law and human rights M&E would be an asset.
  • Experience in assessment of data quality and analysis of data sets, preferably related to governance, rule of law and human rights would be an asset.

Languages:

  • Fluency in English, Tajik and Russian (verbal and written).

Required skills:

  • Good understanding of Tajikistan’s development context in general and civil registration issues in particular.
  • Demonstrated ability in monitoring and evaluation and reporting experience.

Desired skills in addition to the competencies covered in the Competencies section:

  • Experience in database software.
  • Expertise in analyzing data using statistical software.
  • Strong training & facilitation skills.
