Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

The International Monitoring System Division (IMS) is a technical division that applies engineering and science to develop, install, certify, maintain and sustain stations around the world as well as related analysis products. The monitoring stations are based on four different sensor technologies (seismic, hydroacoustic, infrasound and radionuclide).

Reporting Lines

Under the supervision of the Head, Maintenance Unit, to: : Duties and Responsibilities

  • Organize and implement maintenance activities for facilities of the International Monitoring System (IMS), including corrective and preventive maintenance, overhauls, replacements, and coordination with equipment providers, station operators and other contractors;
  • Perform IMS station troubleshooting, conduct on-site visits to inspect, maintain or repair installations as needed, and prepare related reports;
  • Support the evaluation of station performance, including review, preliminary evaluation, classification of reports and upkeep of station records;
  • Support the development and implementation of procedures for the reliable operation, maintenance and overall sustainment of IMS facilities, including the development and review of station specific technical documentation;
  • Provide input into the establishment of contractual arrangements and agreements with designated institutions in host countries and other institutions for services required to sustain IMS facilities;
  • Liaise with government officials in countries that host IMS facilities on matters relating to the maintenance and support of IMS stations;
  • In coordination with Logistics Support Unit, track equipment downtime, problem history, and provide support to sustainment efforts for IMS stations;
  • Prepare information and present material for the IMS technical training programme and workshops;
  • Perform other duties as assigned.

Education

  • University degree in nuclear science, engineering or a related field.

Work Experience and Qualifications

  • At least five (5) years relevant working experience in radionuclide and noble gas monitoring, radiation, computer interfacing and networking, communication technology, power systems as well as familiarity with maintenance of installations in harsh/remote environments and of computer-based systems;

  • Work experience within national or international monitoring networks is desirable;
  • Strong analytical skills and experience in producing reports and papers on technical issues is required;
  • Excellent organizational skills and proven ability to deliver projects within assigned deadlines are essential;
  • Ability to prioritize and manage a high-volume workload in a fast-paced work environment.
  • Strong ability to communicate effectively in multicultural environment is essential.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
