The Western Hemisphere Program (WHP), funded by the United States Department of State, Bureau of Population, Refugees, and Migration (PRM), seeks to strengthen the capacities of States in Central America, Mexico, and the Caribbean to govern migration humanely and sustainably. The program has four key outcome areas: 1) migration management, 2) partnerships, 3) crisis response and 4) communication for development.
Under the overall supervision of the Senior Regional Project Coordinator and direct supervision of the Labor Migration Unit Coordinator, the incumbent will be responsible for the following duties.
Responsibilities and Accountabilities:
- Provide technical support to develop products and implement activities related to labor migration under WHP’s Labor Migration Unit at the regional level.
- Support in monitoring the execution of WHP labor migration at the regional and national level.
- Assist in drafting guiding documents such as terms of reference and concept notes for the technical planning and execution of labor migration activities.
- Assist in the technical review of various labor migration products of the Program, giving close monitoring and technical supervision to consultants hired for this purpose, and to the Program staff who require it.
- Support the designing and execution of high-quality, comprehensive, and sustainable training processes aimed at institutions and social organizations, and other relevant actors,
- Contribute to promoting coordinated efforts to improve migration management, with special emphasis on labor migration and other related issues based on international and IOM frameworks and instruments on migration management.
- Promote the adoption, application, and monitoring of the gender and human rights perspective in the design and implementation of the Program’s activities, and in general international commitments on migration.
- Collaborate with the drafting of technical content and distribution of communication and information materials related to the program activities, including the updating of existing internet resources or intranet sites, as appropriate.
- Provide support to the Labor Migration Unit Coordinator in the design, programming, implementation, and monitoring of the WHP regional activities on labor migration.
- Assist in the development and implementation of a monthly work plan for regional activities on labor migration and carry out the corresponding follow-up actions.
- Support the monitoring of the WHP country labor migration work plans.
- Provide inputs for the preparation of intermediate, final and ad-hoc technical reports.
- Make work trips related to the project.
- Other tasks assigned accordingly.
Education:
Highschool degree/certificate with six years of relevant experience or,
Bachelor’s degree, equivalent or higher in social sciences, law, international relations with four year of relevant experience
Experience:
- Experience in technical advisory or coordination positions, preferably at a regional level.
- Experience in consultation and participation with communities, government authorities, private sector, and multidisciplinary teams of professionals.
- Experience in pedagogical activities and development of training curriculum.
SKILLS:
- Excellent knowledge of migration issues, labor migration and labor matters.
- Knowledge and professional experience in the following areas: b) public- private partnerships; c) ethical recruitment d) promotion of labor rights, especially of vulnerable groups, e) labor migration data management.
- High ability to manage various topics and coordinate multiple projects.
- Good adaptability, versatility and working under pressure abilities
Languages:
Fluency in English and Spanish (oral and written).
