Organisational Setting and Reporting

This position is located in the Legal and Policy Team (LPT) within the Operational and Advisory Support Unit (OASU), Human Resources Management Service (HRMS), Division for Management (DM), United Nations Office at Vienna (UNOV) and United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Team Leader of LPT.

Responsibilities

Within assigned authority, the Human Resources Assistant will be responsible for the following specific duties:

  • Assist in the administration of the overall workload of the Team, i.e. provide administrative support in managing priorities and work-flow of the Team, status updates and other relevant information.
  • Maintain and monitor automated database containing HR related requests for legal/policy advice and input organized by establishing and organizing files; assist in processing materials received to relevant individuals in the Team by monitoring calendars and deadlines, documenting actions, inputting information into file database and case management software, confirming case status and progress with the Team.
  • Support the design and generating of a variety of periodic and ad hoc reports, statistical tables, charts, graphs, and other background materials/notes including promotional strategies and awareness raising materials as requested, inter alia, to facilitate audit requests and other reviews.
  • Assist and take part in projects related to HR policy development and prepare notes/reports and participate in substantive discussions of the Team and Unit as a whole.
  • Assist in organizing and conducting trainings in close cooperation with the Talent Development Team (TDT) in HRMS in key policy areas of defined attention, in support of the wider HRMS strategy and to facilitate specialized skill sets internal and external to HRMS.

  • Assist in organizing awareness raising activities and campaigns related to LPT work portfolio.
  • Perform back-up functions across OASU and to the Social Security Team (SST) in the area of primary social security services, including, but not limited to providing information to staff members on their pension related benefits and the different health and life insurance plans offered and record insurance applications or change in (family) status (including separation) in Umoja and insurance provider online registration systems.
  • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assist with visualizations and updating information material such as web pages or brochures.
  • Perform other work-related duties as required.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

Passing the Global General Service Test (GGST) is a prerequisite, i.e. is required, for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

The GGST is a proctored entry-level examination at the duty station. Any travel expenses incurred in order to take the examination are the responsibility of the candidate and will not be reimbursed by the Organization.

Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Work Experience

A minimum of five years of experience in human resources management, administrative services or related area is required.

Work experience with an Enterprise Resource Planning (ERP) system is required.

Work experience with SAP/Umoja is desirable.

Experience in (digital) communications and in reporting, development and editing communication products related to human resources policies is desirable.

Work experience within the United Nations System or similar international organizations is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
