MANDATE OF THE DEPARTMENT: The Joint United Nations Programme on HIV/AIDS UNAIDS leads and inspires the world to achieve its shared vision of zero new HIV infections zero discrimination and zero AIDS-related deaths. UNAIDS unites the efforts of 11UN organizations UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, UN Women, ILO, UNESCO, WHO and the World Bank-and works closely with global and national partners towards ending the AIDS epidemic by 2030 as part of the Sustainable Development Goals. UNAIDS has established HIV/AIDS Adviser positions in a number of countries that do not have a physical UNAIDS office, but where there is recognized value in having dedicated, in-country capacity to ensure HIV is effectively integrated into the work of the UN Country Team (UNCT), contributing to the implementation of the Global AIDS Strategy 2021-2026 and supporting progress towards the targets that countries have committed to under the Political Declaration on HIV and AIDS: Ending Inequalities and Getting on Track to End AIDS by 2030. In line with UNAIDS’ mandate and reflecting the Joint Programme’s commitment to furthering UN system-wide coherence in its support to countries, advisory capacity is being strategically situated within the Office of the UN Resident Coordinator (RCO). The HIV/AIDS Adviser reports to the UN Resident Coordinator as their first reporting officer; guidance and supervision will also be provided by the UNAIDS non-resident UCD or UNAIDS Regional Support Team Director.
Main tasks and Responsibilities of the Position: Under the direct supervision of the UN Resident Coordinator (UNRC), technical guidance of the UNAIDS Multi Country Director, and benefitting from functional support and guidance provided by UNAIDS at regional and global level, the HIV Adviser will be responsible for the following functions: 1-Advise the UNRC and the United Nations Country Team (UNCT) in delivering the UN System’s support to an effective, sustainable, evidence-informed and human rights-based response to HIV, in line with the Global AIDS Strategy and its inequalities lens, the country’s UN Sustainable Development Cooperation Framework (UNSDCF), and commitments made under the Political Declaration on HIV and AIDS: Ending Inequalities and Getting on Track to End AIDS by 2030. 2-Support the UNRC and UNCT members in their high-level engagements with Government officials, civil society leaders and other key stakeholders, to reinforce political commitment, and in developing strategies to strengthen national capacities and institutions to address the needs and priorities of people living with and affected by HIV, taking into account evolving local epidemic dynamics, the political, social and economic context, and drawing on relevant tools and resources of the UNAIDS Joint Programme and other relevant UN Partners. 3-Provide guidance and support the UNCT in integrating HIV into wider health and social development efforts, including Universal Health Coverage, education, social protection, human rights and gender equality, social contracting and community-led service delivery and monitoring, as well as work to promote long-term, sustainable financing for these. Specific priorities and areas of focus will be identified based on the epidemic context, and in line with country needs and priorities outlined in the UNSDCF. 4-Support UNCT and country efforts to engage people living with and affected by HIV, including key populations, in the response championing the GIPA principle (Greater Involvement of People Living with HIV and AIDS) – and overall strengthen the capacities of communities and their meaningful engagement in health, social protection and human rights platforms and mechanisms. 5-Support the inclusion of HIV-related strategic information and programming in the Common Country Assessment and UNSDCF, and other relevant analytical, planning and reporting documents, as well as communications and advocacy initiatives and products of the UNCT in support of Agenda 2030. 6-Broker support to national participation in Global AIDS Monitoring exercises and reporting on commitments made under the Political Declaration on HIV and AIDS: Ending Inequalities and Getting on Track to End AIDS by 2030 with technical support of the UNAIDS Regional Office and Global Centre. 7-Lead and influence the prioritization, process and technical aspects collection and compilation, and analysis of data from different sources for the tracking of the HIV epidemic and monitoring and evaluation of the national response and reporting. 8-Lead the monitoring of and reporting on the UNJP on AIDS and acts as strategic adviser for all agencies on their HIV related work including the monitoring of the implementation of UBRAF and UNSDCF. 9-Where relevant and upon request of the UNAIDS Country Director, provide advice in the meetings of UNCT and Joint Team on AIDS meetings (chaired by the UNAIDS Country Director), and other relevant UNCT groups, particularly those reviewing progress in the implementation of the Joint UN Plan on HIV, and components of the UNSDCF that the HIV response can benefit from and/or contribute to. 10-Where applicable, advise on integrating HIV and the needs of people living with HIV and key populations most affected by the epidemic, including internal displaced and migrant populations, in the humanitarian response and post-crisis recovery, under the direction of the RC/Humanitarian Coordinator, should a humanitarian emergency be declared in the country of assignment. 11-Participate in and contribute to DCO-managed UN system / UNSDG knowledge management platforms, including south to south collaboration, as well as UNAIDS’ knowledge management networks and communities of practice. 12-Provide inputs into the reporting of activities and results, including annual UNCT reporting through UN INFO, showing the UN System’s contributions to country progress vis-�-vis their HIV-related targets and commitments, in the broader context of the Sustainable Development Agenda 2030. 13-Promote and support UN Plus initiatives and other HIV-focused initiatives directed towards UN staff and their family members. 14-Perform other related duties as required.
Education: Advanced university degree at Master�s level or equivalent in Public Health, Medicine, Economics, Social or Political Sciences or another field related to the responsibilities. For internal candidate: a first university degree and 9 years of relevant work experience will considered as equivalent.

Experience: Essential: At least 7 years of experience at national or international level in the area of programme development, evidence, policy analysis and monitoring and evaluation. Demonstrated knowledge and sound understanding of the United Nations Joint Programming on HIV. Desirable: Experience in programme data analysis and preparation and implementation of evidence informed programmes; knowledge of the HIV epidemic and its impact.
Languages: Essential: Fluency in French and working knowledge of English . Desirable: Knowledge of additional UN official languages.
