The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. The ICRC Delegation in Kyiv seeks to fill the following position:

Geographical Information Systems (GIS) Data & Analytics Manager 2 Based in Kyiv


In order to ensure continuous support to Ukraine Operations, the GIS Data & Analytics Manager 2 understands the strategic geographic data & analytical needs of the metiers and supports decision making processes with data and analytics to enable metier leadership to make evidence-based decisions. S/he supervises, directs and produces metiers geographic data & analytics technical deliverables, ensuring adequate level of quality products. S/he contributes to the development of methodological and technical GIS tools for the requesting metiers. In the turmoil of data and information workflow the GIS data and analytics officer will work closely with the Information Manager


  • Provides guidance and participates with the GIS Data Management & Analytics Officers and Managers on producing metiers data & analytics deliverables and ensures accuracy of the deliverables;
  • Provides technical feedback and direct support on assessment with a Geo component;
  • Organizes and drives successful completion of GIS data maturity improvement initiatives through effective management of resources and collaboration with stakeholders;
  • Organizes and drives successful completion of GIS projects through effective management of resources and collaboration with stakeholders (internal and/or external);
  • Ensures best practice is adhered to in terms of data entry and management in general. Assists in developing & applying data quality monitoring tools (dashboards etc.) and contributes to driving the data quality;
  • Leads and advises on the development and implementation of assessment, analysis, monitoring and evaluation plans aligned to ICRC operational standards;
  • Contributes to the reporting and analysis for the institutional strategy and performance monitoring;
  • Contributes to the optimization of processes for data entry, validation, analysis and modelling as well as visualization and communication of deliverables;
  • Proposes solutions on issues related to GIS data management and the metier data support model;
  • Decides how geographic component of metier data is captured in the applications, consolidated, computed and used in GIS;
  • Evaluates and validates metier data related requests for changes (for e.g. requests/changes in metier data mart for business intelligence);
  • Provides proposals regarding the implementation of the data support model and the running of the Regional Data Offices, Field Data offices;
  • Develops analytical guidelines, tools and training modules for Operations staff at global, regional and country level;
  • Coaches and supervises GIS Data officers, and GIS Data & Analytics Manager;


  • Runs and manages a GIS unit working beyond the strict Water and Habitat (WatHab) Department i.e., for Economic Security (EcoSec), Health, Protection (PROT), Weapon Contamination (WeC), etc.;
  • Responsible for the unit’s collection, analysis and sharing of all relevant information required for the execution of assistance programs according to GIS criteria for a clear and attractive analysis. This includes the production of a range of maps to support the analytical, operational and reporting objectives of the delegation;
  • Act as the Geoservices provider for the Delegation operations i.e. map making, Geodata Analysis, integration, building of data models and workflows;
  • Analyzes and valorize internal and external data sources with spatial and none spatial components;
  • Is responsible for the availability and access of emergency GIS and Remote sensing dataset to the staff in the field, at the headquarters (HQ) and intermediate levels;
  • Will act as corner stone for the operational data management during the emergency at all level (field to HQ);
  • Participate to the task forces, analyses the needs and provide solutions;
  • Will set-up forms for data collection and quick analysis and maintaining of webmaps;
  • Develop some mechanism to collect and organize data before to be fully operational with the existing institutional transactional tools;
  • Responsible for networking with external actors mainly from the IM/GIS officers from the Movement to upgrade the quality and extend the coverage of geo-data. If/when the time comes, supports the authorities to maintain and build a GIS department. Support them programmatically and technically;
  • Networking with external actors in order upgrade quality and extend coverage of geo-data. Animate Working groups;
  • Maintaining and updating the spatial data layers in a centralized regional repository for all the neighboring countries in the region and ensure it is consolidated in Geneva;
  • Participate with Head of (geo) Data and Analytics to the promotion of the GIS at the ICRC;
  • Coordinate with other Data officers and managers;
  • Providing support to the Institution in getting to a global picture of material living conditions, and in the understanding of the causes of problems, often complex and cross-cutting;
  • Working independently under light supervision from the Management;
  • Is the focal point for the ICRC GIS, geoportal, infographic designs, dashboards, in close cooperation with GIS/ specialists in ICRC from the Region/Geneva, and conducts spatial data analysis;
  • Manages and directly supervises the GIS assistant if any or from the Region, and that includes coaching and participation to the appraisal performance;
  • Provides GIS support to other departments, according to the Delegation’s needs; May provide GIS support to the National Society;

  • Participates in briefings related to GIS;
  • Organizes and maintains the geo-database of the delegation. Filing and storing of geo-data and meta-data) following ICRC GIS guidelines;
  • Supports Delegation Staff in collecting Geo-data incl. ICRC Recipient places;
  • Updates regularly the Geoportal / GPS / GIS training /Mobile Data Collection for new commers;
  • Carries out regular GIS support missions (Sub-delegations, Offices, etc.);
  • Briefing to the new commers;
  • Ensures networking with external actors in order to improve quality and extend coverage of geo-data.


Minimum required knowledge & experience:

  • Technical college or University degree in GIS or related field;
  • Excellent knowledge of GIS software (ESRI suite), remote sensing, Mobile Data Collection and GPS;
  • Good knowledge of ICRC standard GIS & GPS and Mobile Data;
  • Good knowledge of model builder, python, BI, SQL, statistical packages, Tableau;
  • Project Management experience;
  • 4 – 6 years work experience in a similar function;
  • Capacity to integrate and implement ICRC policies and procedures;
  • Capacity to train others in GIS;
  • Confirmed capacity to work independently;
  • Willingness of self-education in GIS and IT tools;
  • Very good database management skills;
  • Good analysis and synthesis capacities;
  • Very good analytical skills;
  • Good organizational and management skills;
  • Fluent knowledge of English and/or French, knowledge of local language;
  • Computer proficiency;
  • Be a Ukrainian citizen and/or have a work permit in the country.
