Context

Founded in 1948, WHO is the United Nations agency that connects nations, partners and people to promote health, keep the world safe and serve the vulnerable – so everyone, everywhere, can attain the highest level of health. Working with 194 Member States across 6 regions and on the ground in 150+ locations, the WHO team leads global efforts to expand universal health coverage, coordinate the world’s response to health emergencies, and promote healthier lives – from pregnancy care through old age. With the Thirteenth General Programme of Work, 2019–2023 (GPW 13), the World Health Organization (WHO) has launched an ambitious five-year strategic plan. With its mission to “Promote health, keep the world safe, serve the vulnerable”, GPW 13 outlines a clear vision for achieving three strategic priorities through its triple billion targets. Collaboration is at the heart of all we do. From governments and civil society to international organisations, foundations, advocates, researchers and health workers, we mobilise every part of society to advance the health and security of all. At a time of significant global interest in health, strengthening WHO’s approach to external relations represents one of the major shifts in GPW 13 to fulfil WHO’s mandate and achieve its goals. WHO recognises the importance of meeting partners’ expectations in exchange for their contributions, with a clear focus on delivery and results that is complemented by professional and consistent donor relationship management and visibility, creating a virtuous circle of confidence. As a result, WHO is developing a better model for strategic engagement with partners and donors who contribute financially and in-kind to WHO. The External Relations Support Officer will work with the Senior Management Office team to build and sustain the resource mobilisation strategy partnerships, increase the quantity of partnerships and funding and support the knowledge management component for effective engagement with partners.

Task description

Within the delegated authority and under the supervision of the External Relations Officer or his/her designated mandated representative(s), the External Relations Support Officer UNV will:

  • Preparing various written outputs like briefing notes and informative papers for the senior management as requested.
  • Drafting correspondence for donors; preparing funding and other statistical tables; researching, compiling, maintaining, and updating information on donor relations and priorities.
  • Help prepare for donor meetings, specifically by creating presentation decks in support to the team’s strategic advocacy and partnership development.
  • Record and manage all donor interactions and engagements on CEM, including the record of opportunity creation, proposals tracking and active leads being managed.
  • Collect, compile and distribute information across internal and external stakeholder channels.
  • Facilitate knowledge building and sharing by gathering and maintaining updated information in relevant knowledge management platforms.
  • Support the development and implementation of the resource mobilisation strategy, the country cooperation strategy and any other relevant deliverables lead by the senior management office.
  • Build partnerships aimed at broadening the donor base and promoting long-term involvement and financial, in-kind support and resources by national, regional and international public and private sector donors to support WHO’s work in Mozambique.
  • Perform other related responsibilities as assigned, including replacing and backstopping for others as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organisations to use the UNV Online Volunteering service whenever technically possible.

Required experience

3 years of experience in Resource Mobilization, stakeholder management, fundraising and/or external relations; experience with Salesforce and/or working in the UN or other international organisation is an asset.

Required education level

Bachelor degree or equivalent in Business administration, international relations, political science, economics or another related field.

Other information

Living conditions and remarks

UN Volunteer will be based in Maputo, Mozambique, where o the main WHO office is located. Mozambique is at security level 2 and is considered non-restrictive regarding travel. Currently, there are no significant security threats in Maputo and no direct threats to UN personnel or assets in the province. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
