Organisational Setting and Reporting
This position is located in the Headquarters Client Support Service (HQCSS), Division of Administration, New York, Department of Operational Support (DOS). The incumbent reports to the Director, Division of Administration, DOS.
The Executive Officer provides support and guidance to the Under-Secretary-General of Operational Support on issues related to budgeting, finance, human resources and general administration of the department and the heads of other supported entities. Supervises the Executive Office, the Income Tax Unit, and the Human Resources Operations, which is the section of HQCSS that handles separations, onboarding and processing of complex Human Resources entitlements such as education grant, dependency and rental subsidies for all departments and entities based in New York.
The HQCSS also provides administrative support to the Global Compact Office (GCO), Human Security Unit (HSU), Office of Administration of Justice (OAJ), Office of the Secretary-General’s Envoy on Technology, United Nations Sustainable Development Group (UNSDG) System-Wide Evaluation Office, Office of Special Coordinator on Improving the United Nations Response to Sexual Exploitation and Abuse, Office of the Special Representative of the Secretary-General on Children and Armed Conflict (OSRSG-CAAC), Office of the Special Representative of the Secretary-General on Sexual Violence in Conflict (OSRSG-SVC), Office of the Special Representative of the Secretary-General on Violence Against Children (OSRSG-VAC), Office of the United Nations Ombudsman and Mediation Services, Office of Victims’ Rights Advocate (OVRA), United Nations Ethics Office, United Nations Office for Partnerships (UNOP), United Nations Alliance of Civilizations (UNAOC), Liaison offices of the: United Nations Office on Drugs and Crime, United Nations Convention to Combat Desertification in New York, United Nations Institute for Training and Research
Within delegated authority, the Executive Officer will be responsible for the following duties: POLICY AND PLANNING:
- Assists the Under Secretary-General and heads of other offices, senior management of DOS and other supported entities in the development and implementation of the administrative and financial framework in the Department or entities concerned.
- Advises senior management on budgeting, financial, human resources and general administration and management information issues and practices.
- Produces major/complex reports for management.
- Participates, on behalf of the Department, in task forces of the Secretariat on human resources and administrative matters, including the implementation of the information management systems.
- Participates in management meetings of the supported entities to provide advice on administrative, financial and human resources matters, as required.
- Assists in the implementation of Organizational change management initiatives and process improvement plans for DOS and other supported entities.
HUMAN RESOURCES MANAGEMENT:
- Leads in coordinating the full range of staff and human resource administration-related issues for DOS and other supported entities, including overseeing development and maintenance of staffing table records; interpretation and application of staff rules relating to human resource issues and the preparation of staffing projects and other ad hoc status reports on those issues.
- Ensures all actions are in compliance with UMOJA and Inspira operational procedures for recruitment, transfer, placement and separation of staff promotions as well as mobility and career development; gender equality and staff-management relations.
- Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
BUDGET AND FINANCE:
- Coordinates the preparation and review of the annual programme and support account budget proposals for supported entities.
- Represents DOS and other offices in presentations to the legislative bodies in respect of these proposals and performance reports, particularly ACABQ and the Fifth Committee.
- Administers Trust Funds under financial control of the HQCSS. Monitors expenditures to ensure that they remain within authorized levels and advises senior
- management on the allocation and availability of budget resources. Develops and maintains a set of sound policies, procedures, standards and tools that are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.
- Formulates strategic direction and evaluates strategic options.
- Prepares internal financial reports and responses to Internal and External Audit observations in compliance with the Financial Rules and Regulations.
- Plans, organises and implements support services for DOS and supported entities.
- Directs and monitors the work of HQCSS staff.
- Professionalism: Ability to provide specialized advice in a broad range of human resources management, financial, administrative areas to the Heads of Department/Offices and managers. Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of fifteen years of progressively responsible experience in administration, budget,
finance, human resources management, or related field is required.
At least two years of senior managerial experience in human resources, finance, and administrative policies and practices in the United Nations organization or other comparable international organizations is required.
Experience in preparing and defending budget proposals to intergovernmental bodies is required.
Experience effecting change in an organization, taking the lead in supporting and propagating this change in an administrative setting is desirable.
Experience in advising senior officials on managerial and administrative matters is desirable.
At least five years of experience in the area of administration at the international level with the United Nations organization, or other comparable international organization is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
