The OECD has earned a leading role in the field of taxation. Its Centre for Tax Policy and Administration ( CTPA ) is the focal point for the OECD’s work on all taxation issues, both international and domestic. It plays a key role in shaping the global international tax architecture through its supports to the work of the more than 140 members of the Inclusive Framework on Base Erosion and Profit Shifting and the 160+ members of the Global Forum on Transparency and Exchange of Information for Tax Purposes. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policymaking in the tax area.

We are looking for a dynamic and entrepreneurial Deputy Director who will support the CTPA Director in providing intellectual and strategic leadership to leverage the Directorate’s comparative advantage, both within the OECD and globally. The breadth and the complexity of the policy issues for which CTPA is responsible call for a highly motivated senior executive, who can work in a multidisciplinary environment, who has a proven capacity to manage a complex Programme of Work and Budget and an international team of over 200 economists, lawyers, accountants, statisticians, and other tax professionals. The selected candidate should have an established profile as a contributor to the international debate in the areas of tax policy and administration and the ability to increase the relevance of the OECD’s work for other key communities including non-member economies and stakeholders in the relevant fields (business, labour, civil society, academia and experts).

The selected candidate should exhibit innovative strategic thinking and political sensitivity, and thrive in a multidisciplinary work environment. S/he will have significant experience in the tax area, a wide professional network, and a strong international standing, with a proven ability to make a difference in a key sector.

Main Responsibilities

Strategic Vision and Leadership

  • Support the implementation of the Organisation’s Programme of Work and Budget and advancing the Secretary-General’s and the member countries’ priorities in the area of tax policy and tax administration and to ensuring that the Directorate’s work in these areas is fully aligned with the Strategic Objectives of the OECD, including enhanced engagement with non-member economies and “horizontal” (multidisciplinary) work.
  • Contribute to the strategic planning, orientation and oversight of CTPA’s activities, exercise critical quality control of outputs and identify opportunities to increase the relevance and policy impact of the work of the Centre.
  • Contribute to ensuring the global impact of the OECD work on taxation through geo-political governance structures such as the G20 and G7 and through the Inclusive Framework on BEPS, the Global Forum on Transparency and Exchange of Information for Tax Purposes, the Global Forum on VAT, and through increased engagement with OECD key partners in line with the global relations strategy of the OECD.
  • Enhance the OECD’s position as a leading player in data collection, analysis and diffusion, policy dialogue, and the identification of good international policy practices, in the tax area.
  • Co-ordinate intra- and inter-directorate “horizontal” work, both within the OECD and with other international bodies, ensuring that the tax perspective is reflected in the OECD’s work as appropriate (particularly in horizontal projects and collaborative work involving several Directorates).
  • Foster collaboration between the CTPA and the relevant policy communities both within and external to the OECD.

Representation and liaison

  • Represent the OECD at high-level meetings and conferences involving senior policy makers and representatives of business, labour, academia, NGOs and the media. Lead high-level missions to OECD and non-OECD economies. Help coordinate the Directorate’s work with the G20, G7, ASEAN, APEC and other international organisations.
  • Establish close working relationships with national governments, the private sector, research institutes, foundations and international organisations.

Management and Co-ordination

  • Actively participate in the overall management and administration of the CTPA by contributing to maintaining high standards of personnel and financial management and to mobilising support and voluntary funding for the work of the CTPA from a variety of sources.
  • Ensure effective co-ordination, collaboration and co-operation across the Organisation including with the Office of the Secretary-General and policy directorates to support and contribute to flagship corporate initiatives and horizontal projects.
  • Support in building and leading a cohesive, multicultural and multidisciplinary team, promoting excellence, inclusion and diversity in the areas of recruitment, performance management and the professional development of staff. Ensure a caring environment where managers promote, respect and support staff in developing their full potential.
  • Adhere to and promote the highest professional standards and the ethical principles of the OECD’s Code of Conduct in all internal and external matters.
  • Collaborate with and actively support corporate management reforms and initiatives.

Candidate’s profile

Academic Background

  • Advanced university degree in economics, law, public policy, accountancy or other fields or equivalent work experience relevant to tax policy and administration activities.

Professional Background

  • Extensive practical knowledge and experience at a senior level of tax policy and administration issues, through work in a national administration, an international organisation, the private sector or non-profit sector.
  • Excellent understanding of current international policy issues in these areas as well as of their relationship to economic development and key global challenges.
  • A proven record of conducting relations at senior level and within a political decision-making environment.
  • Well-established contacts with key actors and stakeholders in the relevant international communities.
  • Strong communication and presentation skills and the ability to interact confidently with various audiences, including the media.
  • Ability to build support across member and partner countries for the development of tax policy and administration.
  • Proven management skills and ability to motivate and manage a high-performing, multidisciplinary and multinational team.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

  • Three-year fixed term appointment, with the possibility of renewal.
