Climate Change Division Ocean Policy Consultant

About this position :

The Climate Change Division is looking for an Ocean Policy Consultant with a background in policy and governance in Barbados, and expertise in Ocean regulation.

The Climate Change and Sustainable Development Sector (CSD) advises Bank’s Management on climate change mitigation and adaptation issues and develops overall Bank’s policies, strategies, operational guidelines, and programs in these areas. It is also responsible for conducting relevant sector research, analytical work, best sector practices, and case studies on climate change and sustainability. The Climate Change Division (CCS) provides support to the operations of the IDB group in renewable energy and energy efficiency, biofuels, climate change mitigation and adaptation in IDB beneficiary countries.

What you’ll do:

This consultancy aims to support the Government of Barbados, through the Ministry of Environment and National Beautification (MENB) to draft an Ocean Policy for Barbados, and will include the following activities:

  • Review of the institutional framework, and assess the best structure for the Ocean Policy including:

    • Physical Development Plan, and synergies to foster with draft Ocean policy, CZMU key strategies and guidelines and other MENB documents to be shared.
  • Provide a brief summary of the background to the issue and outline the potential advantages of an Ocean policy for the island;
  • Suggest an objective for, and define the potential scope (including geographical) of a comprehensive Ocean Policy (OP);
  • Briefly describe those components of existing Ocean policies in place worldwide, taking account of initiatives under UNCLOS, UNCED, and other international instruments and any purely Regional initiatives;
  • Define a potential process for elaborating, engaging appropriate stakeholder involvement and consultation, and reaching agreement on, a national Ocean Policy;
  • Estimate the resources necessary to implement this process, including OP agency involvement in overseeing the process and providing specialist support within their areas of expertise.

Monthly progress reports to be submitted for the duration of the consultancy.

What you’ll need:

  • Education: Master’s degree or equivalent in natural resources, environmental economics, development planning or a related discipline.
  • Experience: Minimum of 10 years of relevant professional experience, or the equivalent combination of education and experience in the process of mainstreaming ocean in planning instruments and development of key institutional strategies and regulations. Additional knowledge of latest programs or initiatives related to the Ocean Governance, Blue Economy/Circular Economy will be a plus. Additionally, experience in project management in such fields, and at least three (3) years of experience working on adaptation and climate resilience issues on islands in the Caribbean Basin.
  • Languages: Fluent English (verbal/written) with excellent communication and presentation skills.

Key Skills :

  • Excellent written and verbal communication skills, in English; proven ability to communicate complex concepts and prepare clear, concise and meaningful reports; ability to apply theory to the specific policy context to identify creative, practical approaches to overcome challenging situations; analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports; good team player, self-starter, with the ability to work under minimum supervision and maintain good relationships.
  • Experience in communicating and collaborating with management agencies, academic institutions, and local, national, and regional stakeholders in Barbados to achieve agreed collective outcomes.
  • Knowledge of development and environment issues and complexities as they relate to the Ocean Agenda of Barbados MPA.
  • Capacity to interact effectively with a wide range of people at different levels including donors, the private sector, NGOs, and government officials.

Requirements:

  • Citizenship: You are either a citizen of Barbados or a citizen of one of our 48-member countries with residency or legal permit to work in Barbados.
  • Consanguinity : You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
