The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in affected countries by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of Cashier in its sub-delegation in Odesa.


Cashier 1 is accountable for the physical processing of cash transactions and the integrity of physical cash balances in a sub-delegation, strictly respecting and applying the ICRC?s rules on financial management.

Functional Responsibilities:

  • Handles the sud-delegation?s cash disbursements and payments, including salaries and working advances.
  • Prepare invoices for payment (by cash, check or bank transfer).
  • Carries out daily cash count and reconciliation.
  • Participates in cash-flow management, ensuring sufficient liquidity. Handles cash replenishment from the bank.
  • Files and reports on relevant documents.
  • Ensures respect for financial procedures and guidelines and explains them to “clientsâ€.
  • Creates new suppliers and their bank details in JDE based on relevant supporting documents.
  • Translate all kind of documents related to his/her field of work (finance, bank, accounting, etc.) from English to National language and reverse.
  • Is responsible of the funds put at his/her disposal.
  • Follows and applies Rules on Financial Management.
  • Respects, follows Financial rules, Chart of accounts, F&A Manual, inner instructions from F&A Manager/Finance Department.
  • Makes sure that printed forms (such as Per diem allowance forms, Internal request, Working advance form, Salary advance form) are always available.
  • Ensures the exchange of currencies at the best possible conditions.
  • Verifies and checks the completeness of the documentation (validated stickers, supporting document, etc.) before payments.
  • Monitors the accounting transactions and check potential fraud. In case of suspected fraud, discreetly advises the supervisor.

  • Gathers information regarding the cash needs and organizes the cash flow of the sub-delegation’s cash office on daily bases under supervision of the sub-delegation’s Finance Responsible
  • Keeps files up-to-date at all time and guarantees proper filing of relevant supporting documents for monitoring purposes.
  • Ensures proper registration and follow up of Working advances with respecting of limits given to the sub delegation.
  • Executes payments upon requests via local bank authorities
  • Registers and treats information confidentially and with accuracy.

Required Qualifications and Skills:

  • Secondary school level or technical college;
  • 2 years work experience in a similar field of activity is an asset;
  • Fluent command of English;
  • computer literature;
  • Rigorous and methodical person;
  • Capacity to adhere to ICRC procedures.
