Purpose of Job

The role is accountable for the building of the EPMO as a ‘Centre of Excellence’, while managing the current governance of the Enterprise Programme Steering Board (PSB). Working closely with the Chair (VP Chief Transformation Officer) and facilitating well-informed decision making at this level by implementing portfolio governance frameworks, highlighting risks, issues, dependencies and areas for governance members to probe/challenge. It will also provide portfolio level update to the Bank’s Executive Committee (ExCom) and it involves interaction with senior management in order to advise and recommend proposals to the EPSB and Executive Committee.

The role is responsible for strategic planning and alignment of the transformation portfolio, providing overall demand management to allow for a well balance portfolio. Assures the delivery of the portfolio to their agreed specification and quality parameters, on time and within budget, in order to successfully execute and support the Bank’s strategies.

The role facilitates the control of initiatives within an overall organizational portfolio ensuring the portfolio is strategically aligned, and scheduled within the capacity of the delivery teams. Act as the source of documentation, guidance and metrics on the portfolio. Advising managers and teams on the best use of project management disciplines and approaches.

Accountabilities

  • To support the governance and delivery of bank wide, cross functional, change and transformational programmes and projects (inflight and upcoming work).
  • Responsible for set up and run of a new Enterprise Portfolio Management Office (EPMO). Defining the detailed EPMO roles and responsibilities, and a relationship model to outline the interactions over the life of a programme and project, and hiring resource into roles.
  • The role will need to:

    • Be responsible for active oversight and monitoring in order to provide direction and support across the portfolio (including strategic alignment, planning and prioritisation of portfolio level activities, and roadmap development).
    • Ensure coordination across all programs, monitor consolidated programme portfolio status.
    • Introduce and embed best practice common standards/guidelines, templates/tools, methodologies/mechanisms in order to co-ordinate and monitor programmes and projects across core EPMO capabilities bank wide (i.e. Delivery Reporting, Financial Management, Resourcing Management, Benefits Management, Planning, Milestones Management, RAID Management (Risks, Issue, Assumptions, Dependency), Assurance etc).
    • Challenge the Senior Responsible Officer (SRO) on developing the business case.
    • Oversee the design of all components of the project implementation plan ensuring consistent methodology and clear KPIs.
    • Face off to Accountable Executives, SROs and senior suppliers to ensure the implementation progresses as planned and key risks are identified and addressed on a timely basis and escalated to Steering Boards as necessary.
    • Support stakeholder accountability for benefit realisation, enable and challenge goals as appropriate to reinforce implementation efforts throughout the lifecycle of programmes and projects.

Knowledge, Skills, Experience & Qualifications

  • Demonstrable experience of delivering successful programme/portfolio and project management in complex organisations.

  • Demonstrable experience of portfolio level strategic planning, oversight and optimisation.
  • Demonstrable experience of managing and overseeing resources, budgets, benefits realisation and continuous improvement.
  • Experience in developing, communicating and enforcing portfolio, programme and project methodologies, templates & tools.
  • Experience of leading and developing teams, and adapting effective ways of working in a complex environment, with experience of remote or virtual team management.
  • Adaptable and flexible with the ability to form strong working relationships with stakeholders across the organisation at all levels.
  • Critical problem solving skills and ability to break down complex problems into smaller solvable components.
  • Driven and dynamic individual who is capable of engaging, challenging, negotiating and influencing at all levels.
  • Proven inter-personal and communication skills are essential, as is the ability to lead, motivate and inspire a team of change professionals, as well as those not under direct line management.
  • Well established judgement skills at a leadership level and track record of strong solution-orientation and problem-solving.
  • Programme and Project Management qualifications such as SaFE / MSP / MoP / and experience of Agile and adaptive governance practices are essential.
