Purpose of Jobs

The Data Governance Specialist will assist with the establishment of a Data Governance function at the EBRD and will provide support to improve the management of data across the organisation. DM’s core role is to be the centre of excellence for all data and reporting matters promoting best practice at the EBRD. DM achieves this through the implementation and management of effective processes and procedures, development of standards, governing data quality and through the delivery of effective reporting solutions in support of business needs. DM provides expert guidance and support to departments across the Bank in relation to all aspects of data management including capture of end-user requirements, data extraction and report development in support of analytical queries, recommendation for IT enhancements and business process re-engineering with the aim of minimising or eliminating re-work and optimising staff effectiveness.

This role works closely with Business Partners and Business Subject Matter Experts (SMEs) in the definition, implementation, and support of data quality capability, processes and standards. The Data Governance Specialist will work with data teams to assist them in identifying their critical data elements (CDEs) and in defining the data standards to ensure the efficient capture and maintenance of CDEs on an ongoing basis. This will be achieved by researching and investigating industry standards, business process analysis and through interviews with Business SMEs to develop the internal procedures and standards, and recommend system and process changes, in support of single source data. The role will also be responsible for the development and maintenance of the EBRD Glossary and a data issue log and provide data governance coaching and mentoring to Business Subject Matter Experts and other Business Partners as required.

Accountabilities and Responsibilities

  • Promotes data management principles in the definition, capture and treatment of data across its lifecycle.
  • Contributes to the definition and implementation of the data governance and quality framework, to enable structured and sustainable approach to managing data.
  • Recommend data ownership roles and responsibilities based on established criteria.
  • Develop and maintain tools, templates, and methodologies to support the execution and implementation of Data Governance processes and standards.
  • Define, document, maintain business as usual processes for data policies and standards definition and approval, and change management for policies and standards changes.
  • Define and prioritise plans for communication and implementation of data policies and standards.
  • Work with stakeholders and business SME’s to identify and ensure procedures and standards reflect the business needs.
  • Participate and contribute to data forums and working groups to further data management principles and approaches.
  • Support the business stakeholders in navigating the data governance processes from definition through to DataCom approval and publication in the Bank’s data management tools such as Data Governance Navigator, EBX, Analyst Gateway and Business Performance Navigator.

EBRD Glossary

This role will engage with business stakeholders to identify critical data elements in key corporate publications and support the development of EBRD Glossary entries ensuring these meet required standards. It provides support in the preparation of artefacts for DataCom submissions for review and approval of glossary definition and standards. The role will also be responsible for the administration of the Data Governance Portal and associated publications

Reference Data Management

This role will engage with business stakeholders to identify reference data requirements and support in the definition, documentation, development, implementation and maintenance in EBX, reference data repository, impact matrix and development trackers. Design and develop the data models, datasets and workflows in EBX to implement reference data management constructs for standardised and prioritised data standards. Prepare training material and deliver training to promote knowledge and learning on data governance concepts, processes and tools to aid adoption of best practices.

Data Quality & Cleansing

This role will engage with business stakeholders to identify quality issues, define rules to monitor and improve quality, and develop monitoring capabilities via the Bank’s approved tool stack. This includes data profiling to understand structure, content and interrelationships of source data, and identifying potential for data projects. The support extends to provision of key services such as data de-duplication and other cleansing requirements.

Data Change Management

This role will provide support to project teams and IT colleagues to assess the impact of data changes on business processes, related IT systems, identify, and define any data governance requirements. As part of the IT Change Request process, this role will assess and support in the articulation and implementation of the solution and testing.

Knowledge, Skills, Experience and Qualifications

Knowledge

  • Strong content knowledge of data management capabilities particularly data governance and data quality
  • Good understanding of the type of activities the EBRD engages in (in terms of clients, products, funding and processes).
  • Data Modelling, Enterprise Architecture such as TOGAF techniques would be highly beneficial. Experience
  • 5+ years work experience in data management, with strong awareness of reference data policies and procedures.

Skills

  • Skilled in data management tools such as Tibco EBX, Alteryx Designer, Tableau, Informatica
  • Strong interpersonal skills and client oriented.
  • Self-motivated, focused, detail-oriented and able to work efficiently to deadlines are essential.
  • Ability to work with a degree of autonomy, but also a good team player.

Qualifications

  • Bachelor Degree or international equivalent or equivalent experience, preferably in the finance industry with good knowledge of investment banking.
