Background

The objective of the Debt Mobilisation function is to support the delivery of the EBRD’s mandate of significantly expanding its mobilisation efforts. The function is split into sales/advisory and strategy implementation/mobilisation product development. The Debt Mobilisation function is part of the Finance group.

The EBRD’s overall ambition is to double mobilisation numbers over the current strategy period ending in 2025, and to ensure that the majority of mobilised amounts are in the green space.

The role provides support to the delivery of the group’s agreed strategy and its aim is to selectively and where instructed, contribute to:

  • Specific elements of new debt mobilisation product development with the aim to meet investor expectations for risk, return and impact.
  • Certain interactions with external stakeholders on mobilisation-related initiatives, such as blended finance, programmatic co-financing solutions, cooperation initiatives, joint MDB reporting, as requested.
  • Specific actions such as interactions with internal stakeholders on mobilisation-related topics such as Board reporting, scorecard adjustments, development of results measurement and tracking tools.
  • The development of specific elements of the toolkit to enhance investor awareness and knowledge through data and marketing / investor communication in close collaboration with other EBRD functions, to communicate impact methodology in a market-compatible manner, with a focus on capturing and reporting climate mobilisation.

The Analyst will undertake each of these as instructed, aiming to develop the EBRD’s competencies with the guidance and support of other team members.

Purpose of Job

The Analyst, Debt Mobilisation Product Development provides support to the group in the team responsible for developing new and innovative ways to mobilise predominantly private debt co-financing alongside EBRD’s loan investments. The role assists as directed in the development of certain new products and on certain actions which are expected to facilitate the mobilisation of new types of debt investors. These include contributing as required to certain efforts to enhance reporting to and communication with investors and a number of investor education initiatives. Internally it includes supporting as required efforts to drive the required cultural change around mobilisation as well as assisting the coordination of the development of the required infrastructure to support each of the above efforts.

The role reports to the Associate Director, Head Debt Mobilisation Product Development.

Accountabilities and Responsibilities

As a member of the Debt Mobilisation Product Development team, supporting team members by:

  • Contributing as requested to certain stages of new product development leading to increased private debt mobilisation, working to ensure that new products meet agreed internal and external requirements.
  • Contributing to relevant product and market analysis, assisting on due diligence and structuring work and contributing to the preparation of relevant reports and material as indicated.
  • Working on building internal and external working relationships to ensure effective product delivery in terms of internal focus and adequate investor interest.
  • As requested, being involved in interactions with other MDBs, external stakeholders and investors in certain agreed topics and initiatives that contain a private debt mobilisation aspect, component or outcome.
  • Contributing to and following up on required work on data needs, joint reporting, potential programmatic co-financing solutions and blended finance initiatives which have the scope of advancing the EBRD’s mobilisation mandate through direct linkages to the new product development responsibilities.
  • Contributing to the preparation of data-based integrated marketing material of relevance for new private debt investors.
  • Working with relevant colleagues to design business rules and controls to assure data quality.
  • Working with relevant colleagues to develop a standardised set of data and metrics to support reporting and analytics, both for internal and external clients.
  • Contributing as required to specific elements of the preparation of all internal approvals and related material required in each of the above areas.
  • Supporting as required certain business development opportunities to attract new private debt investors.

  • Supporting other Debt Mobilisation colleagues on transaction work.
  • Attending industry and mobilisation-related events and conferences, meetings with government authorities, investors, organisations and business communities as appropriate and required to advance the EBRD’s mobilisation mandate.

Knowledge, Skills, Experience and Qualifications

  • Relevant university degree or equivalent experience.
  • Credit analysis skills, with the ability to interpret accounts, understanding local and international accounting principles and practice of credit analysis.
  • Strong quantitative/numerical skills with the ability to interpret financial information and to design and use financial models.
  • Sound decision making skills with a focus on providing solutions. Proven business judgement and high ethical and professional standards.
  • Excellent written and oral communication skills in English.
  • Ideally fluency in another major language, in addition to English.
  • Ideally prior experience in EBRD’s countries of operations.
  • Financial industry experience from an investment or commercial bank, private equity firm, asset management firm, or auditing/financial consulting firm operating to international standards.
  • Ideally knowledge and experience in debt products, encompassing a combination of the syndicated loans market, leveraged and/or project finance, climate finance, structured products, credit asset management or insurance experience.
